Well, people are gonna say "it doesn't make sense because SSJ3 Goku would also be universal since he was keeping up with Kid Buu!"
For one, Goku didn't have the neccesery strength to kill Buu, only his combat speed and overall status were on par with Buu's, not his DC. And I'm clearly talking about DC here.
Second, as I said before, Goku didn't have enough strength to kill Buu, as he can regenrate to an unlimited extent, only universal attacks and/or attacks that purify evil (Genkidama) can do any effect to him, as it collected the energy of the entire universe as well as the afterlife.
With that being said, Here's my proposal, IF Buu gets upgraded, Goku doesn't get to scale from him, because Kid Buu's DC only apply to Ki blasts, and his physical strikes obviously aren't universal. Therefore Kid Buu can acheive such high DC through manifesting his energy to Ki blasts.
What do you guys think?
