So in chapter 518 of DBZ (basically the 2nd last chapter of DBZ), Majin Buu is able to use his magic to manipulate the lottery for the Budokai Tournament so that Goku will pick #3 and Uub will pick #4 while others will pick different numbers except for 3 & 4. As such, Majin Buu should get Probability Manipulation listed in his profile under Magic in the P&A section.

That's it.

That was exactly my impression when I read the chapter. Buu has transmutation, after all. If he can change a person to a chocolate, changing the number of a paper should not be a problem

Unfortunately, this is just a callback to the same trick that Chiaotzu did in Classic DB.
It's not probability manipulation, he is just messing around with the objects being grabbed.

Oh dang seems like a translation error. I just checked the raws and a quick google translate says something along the lines of "fake the lottery and change the numbers"??
So it might not be Probability Manipulation but could likely be Illusion Creation or even Text Manipulation. What do y'all think?

I think this is more so just limited transmutation or limited ink manipulation; in the form that they changed the tickets. Chiaotzu did the same thing in early Dragon Ball saga.
