Possible Beelzemon upgrade

Ok, Beelzemo's Tamers key is listed as Solar System level (4-B) due to the fact that he, at full power, destroyed base Megidramo, and is comparable to base Gallantmo. However, they're both listed as at least Universe level+ (Low 2-C), Gallantmon for being equal to ChaosGallantmo, who almost destroyed the human world and digital world, and Megidramon is comparable to Gallantmon. If this is true, wouldn't Beelzemon be at Low 2-C as well? Or am I missing something? I'm not familiar with Digimo, so I wouldn't know of there's some sort of special rule I'm overlooking.

Beelzemon scales off of This version Gallantmo. Still an upgrade (4-B to 3-C), I just keep forgetting to split Beelzemon into two profiles (Tamers and Databook/Video Games).
