Possible "At most 8-A" rating for Dabi

The first key for Dabi's profile currently says "Unknown with Blueflame". I think that it should say "At most 8-A with Blueflame" since even though he wasn't able to put down Tentacole and a wounded Deku, he still somewhat harmed them with Mr. Compress feeling the need to dodge his attack.

His profile says his attacks weren't strong enough to put down Deku or Tentacole, but he still somewhat harmed them. That's why the "At most" is to show he downscales from everyone else. I can find chapter pages if you want

Harming people with fire isn't usually an AP feat.

It's a temperature feat which ignores conventional durability.

It's why we don't rate Endeavor stronger than All Might tiers like Shigaraki and AFO for being able to incinerate them.

How does giving characters like Dabi and Endeavor a High 6-C tier work if they're using fire attacks then?

They can produce force. Endeavor propelled his punch with his flames to harm an High-End, and it's been stated he can generate thrust as well.

Dabi clashed against Endeavor's Flashfire Fist and the two collided. It's just that Dabi's flames in the training camp did not produce any force. The flames engulfed Izuku and Shoji's arms but it didn't even push them or send them flying. Showing it had little to or no force whatsoever.

While the flames he used against Geten stopped his ice attack and produced a shockwave that blew people away from their clash.

Is force always necessary? Wouldn't some characters with 8-A+ durability be able to survive being at the center of the sun? What would happen if a fire user burned a character with something like 6-C durability without producing any actual force?
 
There's also this scene where Dabi was confident he could take Tomura in a fight before Kurogiri stopped them

There's also this page where both he and Toga were both considered competent fighters too. And if I recall correctly, Deku, Shoto and Tentacole weren't on the "kill list" when the villains attacked the training camp, so Dabi most likely wasn't really trying to kill those 3
