I made a blog about it. There is the possibilty that the Space Colony Arc is comparable to the Final Egg Blaster due to Black Doom saying that it can pierce the stars, and Super Sonic/Shadow defeated the Finalhazard, who merged with a full powered Space Colony Arc. The tier 2 feats are from Solaris, Time Eater, Alf Layla and Eggwizard, other stuff is in the blog.

I'd like to note that in both the original battle against the Phantom King and the recent one, you fight him in a world that is constantly shifting to the past and the future back and forth and even going to points in time that shouldn't even be able to exist.

The 5-As are clearly weaker than the super forms though, so I say the "Varies from 4-A to 2-C" should be kept as is.

The problem is that the thread just lost attention. I'm still firmly behind listing all three. There's not even a true reason for removing the 4-A rating. Why have "At least 5-A to 2-C", when "At least 5-A, likely 4-A to 2-C" seems better with all feats linked? There's no real reason to ignore the middle rating.

Perfect Chaos is the only super form boss that's "At least 5-A" and he got beaten easily. The rest except for Time Eater (Low 2-C) are either 4-A or 2-C.
