Rules: The SQUIP and Dr. Bright(First key) are using the same body(10-B human). Each wins by getting rid of the other's influence on the body for 24 hours or more as well as convincing the other to give up. Dr. Bright is allowed to go to another body(If available) and The SQUIP has one other SQUIP user to contact who is just out of central park(10-B human). Dr. Bright doesn't have optional equipment. It is assumed no one else will touch SCP-963 unless directly prompted by either combatant. SBA otherwise.

so, im unsure how Dr. Bright's ability would react to something else trying to take over his mind, but chances are, quip takes over mind, and instantly gets erased and replaced due to the necklace, as the quip (nor can the outside human in the matter) do anything about the necklace simply erasing the new memory inside the body.

Dr. Bright's amulet worked on SCP-682, who can be inorganic, and not human. he should be able to possess it.
