So does Arceus and several other such characters, however, the problem is that Madoka and Homura's Large Size and Omnipresence of the verse makes how actually large they are is an important factor for versus matches, to know whether characters have a large enough range to do anything to them.

It is quite like this. But first, let's talks about all the Homuras in Multiverse.

There are literally Infinite versions of Homura with different personalities and different backgrounds. That always has been like that even before they made contracts with Kyubey. When they finally made a contract with Kyubey and used their magic for the first time, it should inadvertently spawns new Multiverse.

Let's talks how many times all those Homura has been time travelling.

We both know that Homura has been time travelling for about 100 times lowball. But that only applies to main timeline Homura. There are others Homura who looks like they are already in their mid-thirties, means that they has been time travelling more than most of the Homuras. And even when Madoka comes to Akemi-ya to convince them to stop fighting, all the homura insisting refuse, which made Madoka to wait for more, means that the Multiverse will keeps on spawning for eternity.

I could argue ad-infinitum here of the "Infinite" is no go.

Now let's talk about the "branch universes".

In magia Record, we know that a small action can cause a significant chance such as the birth of new universe. Now this also quote happen in Homura Tamura. Remember when Tamura somehow ended up with "Practical Joke" Homura, at the end of "time flow" the numbers PJ Homura suddenly has risen, this could be happening because of Tamura's intervention (never before there are two Homura's in the same timeline). Heck even Magia Record universe, a universe that supposed to be outside of Madoka's influenced, has its own alternate universe.

Even in the on two occasions,the manga showed us the map of Multiverse which consists of a bunch of line that also branches into different routes.

Why I uses the "Library" analogy:

Because it is easier to explain the cosmology that way to those who doesn't know the series. PMMM verse have some weird rules, mainly the "Time Travel" rules.
