This is Plumber, not Dino. Plumber mainly does fire manip and hand-to-hand.

That would definitely be a problem for Megafox but he could use his agility or power through a good few fireballs. If he really feels the need to disengage he’ll fire his forehead laser and then sneak off to get him with his tail

After rewatching some of the Jeramiah Calhoun videos, I would say his attacks are more similar a flamethrower.

If he really feels the need to disengage he’ll fire his forehead laser and then sneak off to get him with his tail

Plumber should be able to deal with the laser somewhat well since people who he should be comparable to have dodged Fleetway's lasers.

If Megafox is metal, that just makes this even easier for Plumber since he uses fire

Won't Plumber know Megafox's position after getting hit by the sneak attack and be able to use a fire attack after?

He would quickly cut him with his tail while dashing to a different position at the same time (think a jumping spin from behind one wall to another) so Plumber would have to react especially fast for that

They're starting 20 meters apart and are fighting in a large open area with one singular tree. Not sure if a sneak attack would work in the first place.

Plumber has experience dodging lasers. Even a few lucky hits with his fire should do a lot of damage to Megafox because of his aforementioned weakness to fire.

Plumber is decently skilled in hand-to-hand if Megafox gets close to attack with his knife, then Plumber could use a point-blank fire attack.

Piercing attacks would be a good help, but Plumber still has Tens of Meters range via fire manip
