It literally says why he's 4-B on his AP Section.Can someone explain to me why Pikachu is Solar System Level only because of 10,000,000 Volt Attack??

Because this attack appeared literally twice, and both times it was used against a 4-B, hence the attack has no anti-feats and two 4-B feats, meaning it is 4-B on its own.
