Perpetual Momentum Stat/Power Question?

What kind of power/stat be for something that has “perpetual momentum”? example, a person is frozen in absolute zero but still in a perpetual lunge and possesses violent momentum.

basically they can't move but still possess the momentum.

okay, well thank you for your thoughts, I assumed that with freezing taking away mobility or removing kinetic energy and having violent momentum would give at least some resistance.

Actually since it has momentum still by definition should have movement in the ice.

When I said they aren’t moving before, i should’ve said that since they have volatile momentum even then, they would still have movement even when frozen.
