She's a 6th dimensional being and for DC, 6th dimensional beings are considered 1-A, not Low 1-C like other 6th dimensional beings on the wiki.

This is because 6th dimension is outside the source wall.

Perpetua is the mother of the DC Multiverse, creating its cosmological structure and held it in her hands. She also scale to her siblings, the Hands, since she was considered as the most feared being among them.
A big revision about DC is coming and also, 1-A is exaggerated for Perpetua and her sons.

She doesn't belong to the 6th Dimension like her three childrens, she have woven together this place with the energies entrusted to her. She exist outside Creation, within the Overvoid, like the Hands, she belongs to this hierarchy.
