one could argue 9th sense Seiya may have sealing resistance via scaling to Poseidon who could escape Athena's seals over a long period of time (as could the twins iirc). This, however, takes a couple hundred years and may be a combination of the seals weakening after Athena passes and the gods continuously trying to break out.
So it's questionable if Seiya would scale to that "resistance" and if the "resistance" is even a resistance.
But Seiya was able to hurt Apollo who's divine will should scale above Athena's who could seal the gods and it took 3 of the weaker Olympians to seal Lucifer in one of the movies which suggests Seiya ~ Apollo would be able to just break out of a seal put forth by Athena.
so idk, perhaps Xenoku wins this via sealing?

His probability manipulation only increases his chances of landing attacks and sealing is his best option anyways

God cloth/8th sense seiya should resist stat reduction as he isn't affected by Hades' passives iirc.

The sealing isn't thought based but it's ranged all Goku needs is to stab the ground as long as seiya's first attack does not one shot him he can win
