Pac-Man Speed Upgrade

Pretty self-explanatory.
I calculated this which gave me Relativistic speeds. Everyone pretty much already scales to this, which happens right before he dashes off, so this should realistically upgrade everyone from Sub-Relativistic to just Relativistic.
