Seeing the Ozai vs Aang again, it seemed to be that Ozai's speed as actually around the same level as Aang, who is moving at supersonic speeds. However, around 2:45 to 2:51 of the video, Ozai was firing lightning and Aang was casually dodging and moving around them. I believe that there was a calculation on Ozai's lightning speed, which is around Mach 12+ or so. Here is the link to video.

Considering that Aang was casually moving around these lightning bolts, and Ozai was moving pace to pace with him, this means that Ozai was moving much faster than just sub-sonic+ speed (this could easily end up at supersonic+ or higher).
