Reaper’s AP justification says the following: Small Building level (Fought Soldier: 76 to a standstill, Was able to harm and incapacitate Winston on two separate occasions. Destroyed a mech that was able to harm him)

Winston is tiered at Small Building level+, and if Reaper is able to harm him, then he should also be Small Building level+. This would also scale to Soldier: 76 since he could fight on par with Reaper.

Seems uncontroversial for me, it seems fine

Mkay, I gave his AP and durability justifications some small rewrites (with scans):

AP: Small Building level (Traded blows with Soldier: 76 and left him floored with a single punch. Blocked a shot from Ana’s Biotic Rifle), Small Building level+ with Hellfire Shotguns (One-shot Soldier: 76 and could harm Winston on multiple occasions)

Durability: Small Building level (Appeared to be unfazed by Soldier: 76’s attacks. Laughed off Ana’s sleep dart)

Maybe the Tanks durability and Bastion on his Ultimate

If they don’t fight Reaper in the comics or lore, and they don’t tank his shotguns, I don’t see why they should scale to them. Scaling based on gameplay, where literally everyone can harm everyone, is extremely iffy.
