Okay so the definition of outer is that (at least going by vsbw's standards) which states that to be outer you have to destroy, create or significantly affect a construct that transcends an infinitely-layered hierarchy or spatiotemporal dimensions. You can gain 1-A existence by transcending the concept of space and time or the concept of dimensionality. You also don't need to have an infinitely-layered cosmology to become outer.

Now how does saint seiya get to outer? It comes from the second Lost Canvas Gaiden which explains in more detail about the 8th sense featuring Asmita, Sisphus and Ilias. So basically Ilias says "the 8th sense is a place in which all living beings should be able to reach." He also states "this is what Cosmo is." Now we know that once a user reaches the 8th sense, it's something that is constantly active unless it gets negated. So once you reach the 8th sense, it's tied to your power (as 8th sense users > 7th sense users) and existence (as it let's you go against the will of hades in the underworld). Basically since the 8th sense is tied to you after you unlock it, it would make you outer because of the statement from Ilias that states "The prayers and wishes in harmony with the universe because of Cosmos. Being able to overcome even the notions of space and time and it is capable of transforming itself into a force capable of performing miracles."






Something that would support this is in the fight of Asmita and Sisyphus vs Ilias, Ilias was able to materialize things with his thoughts that weren't produced in his civilization and neither Asmita's/Sisyphus such as electrical networks as well as trains.



So with this statement, it looks like the 8th sense can let you overcome the concepts of space and time. However instead of it being the 8th sense, it is your cosmo as Ilias states that its capable of turning into a force capable of performing miracles. We are told in TLC that miracles are generated from burning your Cosmo meaning the entire context, using context clues isn't talking the 8th sense but your cosmo when you unlock the 8th sense.



So since it would be saying your Cosmo let's you overcome the concept of space and time and we know that cosmo=power (shown when seiya raises his cosmo to infinitely and became much stronger than Thanatos) This would mean 8 and 9 sense users would have power above the concepts of space and time which is outerversal ap.



Seiya, and his 4 friends, mu, Aiolia, shura, shaka etc. As well as every other god in the series.

Omg this wiki should just let me do all the scaling, like luffy is obviously multiversal - possibly boundless because better writing = more ap 🤓
 
The answer is "No."

Not even as a joke, because the franchise will never reach that level.

Saint Seiya is doomed to only 2-C, and retcons en masse thanks to Kurumada.

I only clarify this, because it is interesting and even some users seem to believe that this is real.

In the Saint Seiya 2-A topic in the Content Review, some users mentioned this as an example of time travel for the characters of Saint Seiya.
Now we know that once a user reaches the 8th sense, it's something that is constantly active unless it gets negated.
Dohko explains to the Bronze Saints that they can only reach the Eighth Sense for a moment, if they elevate their cosmos to the maximum (miracle mode).

Therefore, it is not something that is constantly active.

This is just an illusion created with the help of Alkes (Ilias's wife), who has the power to see the future like one of the oracles of Delphi. It's an ability that she even showed in Sisyphus's Gaiden where she creates visions of the future to fight with Sisyphus, she even creates a Sisyphus with Surplice (in a reference to his possible future, something seen in the main manga of TLC).

A level 0 character in Saint Seiya has as much chance as Next Dimension with an ending before Kurumada dies.

Although out of jokes.

Cancer Lancelot is probably level 0, which is why he never returned in Assassin, because he would have destroyed all the gods and characters with a single wave of the hand.

Not at all, like literally no, let’s say they’rs a series and let’s say a character is verbatim stated on multiple occasions to trancend the concepts of space and time, it’s not 1-A, the vsb implication of “trancending the concepts of space and time” is that a character will always be above any and all higher dimensions no matter how high into infinity they reach it doesn’t literally mean that statements that imply “trancendence of concepts of space and time” are 1-A feel free to ask any staff if you want
