That’s far too vague in itself to qualify for 1-A. It could also just mean they exist outside of space time, which doesn’t grant any tier.
 
Being beyond dimensionality/above the concept of space and time doesn't necessarily qualify for outer anymore. You need to scale to a number of dimensions equivalent to aleph 2. If you were above dimensionality in a verse where the cosmology scales to low 1-a though, then yeah it would be outer.

Not necessarily, the aleph-2 standard is simply just a representative of the inaccessible gap between 1-A characters to below; so whatever substituting that mentioned point would qualify.
