Aren't we treating one-shot as 7.5 times difference? Multiplying the value would still be lower end of 9-A.
 
Why is pulverization being applied when fragments are rarely clearly visible?
Because of compressive strength (Which is coincidentally used as pulv. strength even tho realistically speaking compressive strength is more so on the line of v. frag, pulverization is way higher IRL but it uses a different formula that doesn't work on non-rock materials so here we are). It is also used for pressing in solid material like in a hydraulic press. The only visible fragments are from Saitama's arm, which are pretty much negligible to nothing compared to the actual crater itself.
 
In case push comes to shove however, you could resort to using the high-end v. frag of 20 J/cc.
