dragon level monsters are THREATS to multiple cities. it was never stated that dragon level monsters can actually destroy multiple cities with one attack. thats what i've been told when i asked this

@Amlad Because Genos, Beefcake and Vaccine Man have feats that got calculated to be City level. Not due to them being considered a threat to a city.
And while we don't assume every single Dragon to be Mountain, ones who have clearly shown to be vastly above regular ones (Overgrown Rover, Human Garou, etc.) have been rated Mountain level.
