Omnipresent and Speed Equalized?

Do characters that are Omnipresent need to have their speed equalized against others that aren't omnipresent? Same with Pseudo-omnipresence.

I ask this because being omnipresent isn't really a speed but instead a state of being

depends on the case, i remember a ssteven unverse vs naruo thread where speed was unequilized so that edo minato wouldent sromp through immortality and regen, but most of the times, yes
