The point is, I don't think that statement holds ground, really, considering that despite supposedly only being slightly weakened from dividing his power up amoung the maidens, he still died to one, and more then likely actually just has a.... dang it I can't spell what it's called when you have one of a set of five pieces, but Ozpin likely only possesses that one piece equal to the others.
