hey oliver couldn't they also have just made the force kill everyone except the time lords?

Just use that Eye of harmony and just say the force now activally kills it's users except for the time lords.

Why? The time lords already have a user of the forces in their own universe and they have countermeasures against that... besides the fact that Rassilon is, together with Omega, the strongest Psyche master in the universe
