Edit: So this Thread's slightly outdated now with Obito's Fixed Statistics, but still Valid. However, I'm gonna give The Hunter access to a Halk to give them an extra Edge that's more than likely needed. Halk is the same Tier as The Hunter.

That or you yourself begin giving some win con for the hunter and then others could be more inclined to give their thoughts about them, it's the other thing I can think.
 
The Hunter's Wincon is hitting Obito and his Bijū with his Soul Tearing Lance because anything else more than likely isn't going to work. He might be able to use the Stealth Mantle to sneak up on them, but Obito can literally see through Invisibility so it'd be a really difficult thing to pull off.
