If a s rank character is compaired to a nuclear weapon

In the current era, the number of S-ranks a country possessed determined its power-and for good reason. S-rank individuals were like the nuclear weapons of a bygone age, but far more practical and "intuitive."

Nuclear weapons had no human rights-they were simply political weapons until someone pressed the launch button. But S-rank hunters were different. They were living, walking weapons, and there was no predicting when they might go off. There was no way to suppress them either. Whether an S-rank hunter turned into a villain overnight depended solely on that individual's morality

But the next higher tier are national hunters which are compaired to a nuclear war.

As the director of the Federal Bureau of Hunters, the organization in charge of protecting the nation, Adam was certain of one fact.

This man has already surpassed the level of an ordinary S-rank hunter.

If Thomas Andre ever turned against the United States, it would be inviting a nuclear war.

What would the lowest assumption be for both the s rank and national hunter.

I dont really see how it would be, their explained to be equal to an entire nation's power in the original series them being compaired to nukes would be coherent ,since they would be the pinnacle of said country and in ragnorack their even more amped.

that being said if this isnt fine ill just try and find something else to give to yuri orlov as a s rank. I do have his apostle arguement done thank you for writing though.
