if a character can access a place which is no longer in existence, but he can still got to that place, should that grant him NEP ?

Unless he himself is capable of being non existent, it won't add to his physiology, rather all he'll get is being able to access such a place

If the place is nonexistent wouldn't that make anything inside that place would be nonexistent too?

Only if they are inside that place,
Essentially, the place gives the ability to be non existent, it's a function of the place, not the person.

Thus, that person is dependent on the place, not his own existence, anyone else who enters there will also have the same feature

Two things here, if the place was erased specifically because of an entire timeline reset, then it means it can still be accessed by sending someone to a time before the reset happened , which could either signify that the reset only occured from a point in time onwards or, if the entire past to future was reset, could imply the existence of a superior timeline

You cannot send someone to a moment which actually never happened, since he reverted the casuality by reversing the whole timeline, which make that moment never happened.

And what happens if someone goes back in time to a moment before he reverted said timeline to stop him? That verse could also have alternate timelines, or again, a larger timeline may be present which won't be affected by the reversal. There are many theories that can explain what that person did


But if we're assuming that it didn't exist no matter what, then oy still won't give NEP, the one who did the BFR may just get advanced BFR for being able to send someone there

It's not possible cuz that moment universe was already destroyed with the laws destroyed too. That's why he reversed the timeline.
 
No it's not only that
It is only that, existing in a nonexistent place doesnt give anything without further context of the situation.

If someone teleports to that place it would be a good teleportation/time travel/dimensionak travel feat.
