Neverwere scaling question

The Neverwhere has a "2-A, possibly Low 1-C" tier despite the reasoning for this being "Has the power of a damaged Way, a countless-dimensional construct", which is 100% not 2-A or Low 1-C in any extent.

But anyway the question is: Why is this the justification?
 
Mistake on my part. Didn't change the reasoning when adjusting the page after the previous revision.

I'll change it now.
