Neutron star feat

Character A and Character B have equal power and their collision caused the creation of an expanding neutron star.
Character A pushes Character B and tries to stop the expansion of the neutron star that was already 2 meters in diameter and was affecting the gravity of a part of the asteroid belt.
Then he compressed the neutron star until it could fit in his two hands, although it still had the same gravitational effect and light, then he absorbed it and got a new transformation and stomped Character B.
What tier is this feat?
