Must be their 7-C versions as those are the only two that are the same.

Ness's only other key is Low 2-C which is to much for any Naruto.

Also if they are 7-C versions why does Ness get Neji but Naruto gets his Adult counterpart... Who is much stronger then Naruto and Ness(7-C)...?
