He isn't blitzing her, but he should be outpacing her. Nejire's speed level is around Endeavor's level, and Hawks is equal to Hood. So it'd be like that.

Hawks would win this, he outpaces her, has better mobility in the air, and more methods of attacking with his feathers in comparison to her Wave Motion.

Both will go for incap for obvious reasons, Hawks should be able to take her out relativity quickly.
