If this includes the UBs wouldn't Zygarde Complete, and hence Magearna, scale too? After all why would Zygarde try to fight a threat it otherwise gets stomped by?

That's gotta be the 3rd or 4th time this happens. No, Zygarde does NOT scale to the UBs or Tapus until further notice. There is a reason why he's not MFTL+ right now.

Like Saikyou explained it makes no sense for Necrozma to become 4-B from 5-B beings so:
- Solgaleo, Lunala and Base Necrozma [Necrozma Forms] becomes 4-B, which will scale to the Tapus and the Ultra Beasts since they fight with eachother.
- 50% and 100% Zygarde becomes 4-B MFTL+ since its Pokédex description implies that it protect the regions in its the 50% form and is heavily implied to have fought evenly with the Ultra Beasts, which threatened the Alola region.
- This also scales to Xerneas and Yvetal since are comparable to 50% Zygarde, Magearna and Mega Mewtwo also scales.
Now the most controversial part:
- Dark Matter would end up to be 4-B because it needed the effort of Mega Mewtwo, Mega Rayquaza and Deoxys to stop it, which will bring the logic of why Mega Rayquaza and Deoxys are much weaker than Mega Mewtwo, that coupled with the Minions Genesect [Which are inferior to Reshiram, Zekron and Kyurem, which fought with Virizon and pals] attacking Mega Mewtwo in the Red Genesect movie will cause massive backward scaling that will end up affecting most of Leggendaries.
