Natsu one-shots. There is a huge difference between 6-B and High 6-B. Also, the majority of Victini's moves are fire based (RIP). The ones that aren't involve hurting itself, requiring it to be hurt, suicide attack, or psychic (hey these are actually useful). Unfortunately, the psychic stuff don't really help since Natsu is now gonna indiscriminately destroy the surrounding place which will also one shot Victini because resistance to fire means jack with a difference like this. Massive stomp.

People forget that the V-Create (hax) was able to destroy the Pillars of Protection that two 5-B (Reshiram and Zekrom [best legendaries lol]) far above 717 Zettatons could not get together, so AP would not be a problem, Victory Star and Stored Power may be significant (but most likely not), confusion can be very useful.

It's not impossible to burn or hurt Natsu with flames, is just unlikely if you don't have a good degree of power above him. August did it.

Entei has Pressure to make an opponent get tired out twice as quick, Extrasensory to attack telekinetically, Bite, Leer to lower defenses, Stomp, Calm Mind to augment S. Defense and offense... he actually has a lot at disposal.

Hoho ap stomps. Natsu may be borderline 6-A but this things individual feathers are baseline. Birds have hundreds to tens of thousands of feathers. This is like a toned down version of Queen Mami: Ridiculously above baseline, but not a tier up because their full ap isn't quantifiable.

Ho-Oh is still only High 6-B though. Doesn't really matter anyway since the bird resists everything Natsu does, far better maneuverability, versatility, can heal itself amd even has the AP advantage. All Natsu has going for him are his flames messing up wind attacks and eating any fire attacks used on him but that only helps so much since Ho-Oh will stop using fire attacks after the first or second while Natsu still tires out twice as fast.
