Yeah, From what I remember about the game, it was a well-crafted plan that actually didn't go as Shadow wanted because of his two children stop it.

yeah, even without the accelerator, he still has the importance index which im pretty sure isnt Enviornmental destruction
accelerator just makes him more OP
 
thing is, shadow's fate hax is gonna be used first without him even realizing it with the index
even if naruto beats the shit out of him physically, the outcome will still be the same in Shadows favor

The plan did work, though. Although he is defeated / killed, his plan to destroy the world came to fruition regardless, and Shadow Mind even wanted to turn back time after the world got destroyed to try to prevent this from happening but Stranger / Shadow's Descendant tells it the world would still come to an end no matter how many different ways it would try to prevent the world from dying. Shadow's ultimate goal was never to defeat Descendant in that fight, because if it was he would've defeated Descendant. In his madness all he was thinking about was destroying the world first, and create another one after where May would still be alive. Descendant was only an obstacle from achieving his goal, but of course Descendant was never able to prevent his wish from becoming reality.

In the final chapter of the game Shadow Descendant's goal was never to defeat Hero, his alternate self, but to open the Gates of Shadows in all planes, thus recreating/replicating the Shadow World on Earth (which in reality would "kill" the world(s) in the process). Descendant is defeated by Hero, but right after that the Gates still open in all the planes, killing everybody and all of the mentioned planes.
 
But yeah, the Accelerator tower is Environmental Destruction. The exact level of its destructiveness is vaguely stated as "destroying the world". It accelerates all Shadow Energy particles in the world once activated. Splitting one Shadow Energy particle grants "a blast of energy" of unknown destructive capability. Still, we are talking about particles here and how the world (Earth as given context in one of Stranger's notes) is "filled" with Shadow Energy. You could imagine that there are a lot of Shadow Energy particles out there, all of which are split in quick succession with the Accelerator tower. It can be assumed that Earth gets obliterated by all these energy blasts, but it is unknown if such blasts reach further than Earth into the rest of the solar system, galaxy or universe (not like any character in the story with "our world will get destroyed" statement would care of what would happen to the rest of the universe, so they likely only refer to Earth with such statements). This.... is utterly worthless in a VS battle setting that lacks any Shadow Energy, as even if you were to give Shadow preparation to build the Tower on whatever planet this battle takes place on, there is nothing for the Tower to accelerate since it is specialized to only work on Shadow Energy particles and none other. The Low 2-C part of the Accelerator is its capability to recreate the world, but in this case it doesn't only refer its ability to rebuild Earth, but also to its ability to reboot the whole timeline of that universe (as shown how Shadow Mind recreates the world, where May doesn't die and lives to give birth to Shadow's Descendant and raise him along with Shadow, but by May not dying factions and other events from the previous world don't exist or take place anymore).

Historical Importance Index (fate hax) goes hand in hand with the Accelerator and its planet busting and timeline reboot capablities. It is what makes such a clunky and unreliable way of destroying and recreating a world possible to begin with. And with fate hax being open to many interpretations by sheer nature, it can be argued that even without the Accelerator Shadow would've found a different way to destroy and recreate the world regardless.
