While Naruto Storm isn't entirely canon, there are things from it that are already accepted into this wiki as canonical, such as the OVAs from Generations and Revolution. This is good, since it means I don't need to make a case for why things from the games can be canon.
To be as straight-forward as possible: I believe we should accept movesets as canonical,
CC2 has confirmed that movesets of characters represent their capabiliities and are officially approved by Kishimoto. This is also further backed up by the official Naruto website stating that Kurenai's combo attack represents how her and Akuma would have faired against the Akatsuki if they teamed up.
Possible counter-point: ''What about Itachi and Shisui's Perfect Susanoós from the games?''
Nothing in the show confirms that they're unable to use it. When Itachi fought Sasuke he never went all-out as confirmed by Tobi, and it can also be argued he didn't use it due to it's heavy stamina consumption. With Kabuto it can be argued he didn't want to collapse the cave ( A Perfect Susanoó is huge ). If anything that'd just be a retcon, and would only mean we never got to see them use Perfect Susanoó despite being able to use it.
