Naruto: Indra and Asura upgrade

Shouldn't Indra and Asura be upgraded to Moon level? Because before they were put at Continent level due to Asura gaining the same power that Naruto and Sasuke did, and Indra stalemating him, but now that Naruto and Sasuke are accepted as Moon level shouldn't Indra and Asura be scaled to that as well?
