He is doing hand sings, and he was a out to cast a Ninjutsu.

You are just going by hypotesis, there is no indication that Sasuke used any Genjutsu in the whole fight, not even a statement, what you are implying is just pure speculation.

What ninjutsu has he ever been shown using with that hand sign? Plus, my theory is confirmed by the fact that a few pages later after Jugo attacked Ay, Sasuke instead turned his sights to Cee and put him under.

And if it wasn't genjutsu, why would Ay say "I can't be taken down by mere Sharingan!" after seeing Sasuke looking into his eyes?

after raikage said "im not weakling, bla mere sharingan bla²" the next panel it shown shi said this.that mean sasuke didnt cast genjutsu because he cant make an eye contact not bcuz raikage have resistance it.but bcuz raikage too fast for him to cast it
