I'm quite confused over how Nanatsu No Taizai's attack potency is scaled. I don't understand the country levels and the continental levels can someone please explain these to me?

One more thing. The ocean creation scales to his AP? Is it because he can convert the magical power of creating the ocean into offensive attacks?

That's the reasoning from when it was originally decided upon, yes. Ocean isn't just a creation power, he's seen using it offensively as well and it didn't make sense for serious offensive uses of his Grace such as Piercing Water Pillar to be astronomically weaker than a super casual supplementary use of it.
