The Sha no Sho states that the Rinnegan transcends the very concepts of life and death. This is backed up by Konan stating that Nagato existed outside of life and death. If that is not enough for 1-A, then he should at least have Conceptual Manipulation or whatever comes from transcending a concept.

And, while we are at it, the Jin no Sho states that Kaguya's Expansive Truth-Seeking Orb is the same as the Truth-Seeking Orbs on Naruto's back, with the only difference being its size, so he should be upgraded accordingly. It also states that users of the Six Paths Sage Mode gain an understanding of the universe and the elements as a whole, so he should be given Nigh-Omniscience, at the very least.
