That can happen.

Fiction rarely takes the Law of Conservation of Energy seriously. As a result, characters that have tanked massive explosions can be knocked with a sufficiently powerful punch or other attack without causing damage to the surroundings.

A good example of this is Goku. His punches were shown to have enough force to begin tearing apart the universe upon becoming a Super Saiyan God and he has only gotten stronger since then. However, he has not destroyed the universe in every single one of his fights despite having more than enough strength to do so, nor do his opponents do the same when they match him.
 
With Goku though he can suppress himself, like so low that even bullets hurt him. So his durability and physical output is super variable. I don't think MHA characters can regulate themselves to that degree, at least not with their durability. Not to mention MHA seems to take enviromental damage rather seriously and consistently. So I dunno.

Goku doesn't suppress his strength as Super Saiyan Blue. He would have been knocked out by Jiren instantly if he did.
 
Shouldn't Deku and All might get Pseudo-Flight? since they can jump in the air using shockwaves.
 
I would not be opposed to that. But it is a really limited form of pseudo-flight, because it requires a lot of energy and effort just to even control which direction they'd be going. But yes, All Might even changed direction in mid air to attack Deku during the fight challenge.
