From what I gathered from the manga, the events happened within a week or less. The reporter refers to it in the past tense, and there are images of heroes already cleaning up. It also says, “a week has passed,” but that’s mentioned after the weather lady gives her statement. He mentioned how he's able to replicate what All Might could do at his max and later on, with the combination of Gear shift and Fa Jin he was able to output 120 percent. Would Dekus max with base One for All be similar to that 120% output or would it be much higher than that? What percentage was he staying around while utilizing those other quirks, and how much stronger would he be at his maximum when combined with those other quirks?![]()

it's funky but it is what it is.Honestly wish All For One never made that statement, makes the whole thing feel weird. Especially since Shiggy's mentor probably has more say being around many decades longer than his protegee.

Bakugo is massively inferior to Izuku. In fact, Izuku is scaling 60x above him due to the Prime All Might multiplier. Note: Down below is just a tangent. 99% of this was written because my mind runs at a mile per minute and I don't know how to compartmentalize information. A good chunk of it is just my random thoughts that I can't help but write down. Only the above is meant to be an actual reply to you. I apologize for writing so much.
Speaking of Izuku's percentage. In the Final War, Izuku never powers up beside charging more Fa Jin or using Gearshift when he starts fighting Tomura. While it's not technically impossible Izuku never used 100%, it's extremely unlikely he was just refusing to use it and I'll explain why.
We know for a fact that he's not using 45%. Complete Tomura is Prime All Might level, who is 60x stronger than Weakened All Might in canon. Quirkless Jaku Tomura is at least on par with the USJ Nomu and Weakened All Might. 45% Izuku was shown and stated to be inferior to Jaku Tomura.
With base Full Cowl, Izuku was able to stop a punch from Complete Tomura without too much effort. That is not 120%. Izuku cannot enter a 120% state, he can only unleash a 120% attack with Overdrive. Fa Jin is not a transformation, and Izuku hadn't even activate Gearshift.
Also, in the movie, where Izuku is not using the same Full Cowl he does against Tomura. Izuku is matching Dark Might, who is stronger than Weakened All Might by an unknown amount. Note, it's fine if you don't believe Dark Might's statement, as that is just extra fluff.
Also, while it's weird, there is no doubt that Izuku is holding back during You're Next. Bakugo and Shoto being able to fight Dark Might alongside Izuku is proof of that.
Back to the Final War. Assume Izuku isn't using 100%, requires more assumptions than assuming he's holding back. Even when he was at 8%, Izuku could fight for a bit at 100% Full Cowl. During their fight in Jaku, Izuku was able to unleash several dozens 100% attacks onto Tomura. And his body has only gotten stronger since.
Example 1: Izuku's Full Cowl appearance is pretty much identical to his 100% Full Cowl form used against Chisaki and Nine, which were both 100%.
Example 2: Izuku with base Full Cowl and no extra Quirks, can stop a punch from Complete Tomura. Who is equal in strength to Prime All Might.
Example 3: Izuku admits he cannot stop Tomura/AFO without drawing out OFA's full power. Considering he was defeating them, it suggest he's operating at 100%.
Example 4: Izuku straight up says to AFO that he's giving it everything he's got. Which makes little sense if he was actually holding back.
Example 5: Gearshift is stated to be their last resort. Which means using Gearshift is more risky than 100%. Using Gearshift implies he's fine with 100% as well.
While Kido says Izuku using 100% would hurt him and break his equipment. This contradicts the actual showings during the battle against Tomura.
As Tomura, who is Prime All Might level, cannot break Izuku's equipment with his own strength as shown when Izuku blocked his attack. Izuku also punches at 120% and his equipment is not destroyed either, even without Fa Jin his equipment is fine.
These gauntlets are weaker than his Mid-Gauntlets, which are inferior to the Full Gauntlet, which can withstand Weakened All Might's power for up to three hits. All Might even says they'd shatter if Izuku uses 100%. Yet these inferior gauntlets Mei created, can withstand Prime All Might level attacks? It's just inconsistent nonsense.
The previous users also stated Izuku was going to complete One For All. And Yoichi says in the end that Izuku did complete One For All.
Izuku even states his One For All is only a little bit stronger than what All Might built up. Which means 100% Full Cowl would only be a little bit stronger than Quirkless Complete Tomura. And in case you forgot, base Full Cowl Izuku with no extra Quirks held off a punch from Quirkless Complete Tomura, yet decided to use his last resort.
I see two reasonable possibilities. Either Izuku is using a percentage that is so close to 100% that actually using 100% doesn't matter, or he's just using 100% when fighting Tomura. The evidence above completely kill the idea of Izuku still using 45% at the least. That part is just fact.
Since Izuku never powers up to a 100% at all during the Final War, we decided to just label as 100%. I'm aware some people believe that Izuku used 100% at this point, by the end of chapter 411. However, that's just a personal belief and not a fact, because nothing points to him using 100%.
I've explained how inconsistent his equipment being destroyed is, but when Izuku is explaining what he is doing, he never mentions powering up his Full Cowl or using 100%. Despite going into great detail about what he's doing. All we're getting is that this is a far more powerful Fa Jin attack that was build up with Blackwhip's help.
To go back to the equipment. The last time Izuku used 100%, just activating it caused his gauntlets and gloves to break. However, in the above scan, you see that only Izuku's gauntlets are destroyed. His glove isn't destroyed until he unleashes his attack. I don't think relying on the visuals of his equipment breaking is solid reasoning.
In my opinion, this stuff just follows the rule of cool. It only happens during dramatic moments.
