Uh… no. Multiple Hashira are rated as Relativistic. Muzan is not slower than any Hashira.
If you are not aware, the Relativistic rating comes from the quicker Base Hashira being comparable to slower Marked Hashira (who scale to Sub-Relativistic through the Demon Slayer Mark acting as a 10x multiplier over existing MHS+ feats), who then get their own 10x multiplier through their own Marks pushing them to Relativistic.
Muzan massively upscales over all of this.
