Multipliers from Power Score Differentials

So I'm a little confused on this topic and I wanted to see what people thought of it. What do we think of the validity of AP multipliers that come from differences in scores from machines that are meant to gauge power. And I don't mean a vague thing or something with contradictions, like with Dragon Ball's scouters (humans with a PL of 5 are High 6-A ggs). I mean things that are directly measuring power and have no contradictions.

To give some examples:
  1. A machine is used to measure power by attacking it. Character A at full power has a power rating of 3000, and Character B at full power has a power rating of 6200. We also later see Character B one-shot Character A. Can we say Character B is 2.067x stronger than Character A?
  2. A character's power is comprised of 50 MacGuffins. They then lose 45 of them (having only 5 left) and noticeably become weaker, with characters they were easily overpowering now keeping up with them just fine. Can we say that this character was weakened to 10% of their original power?
 
If it’s clear what the machine is specifically measuring and makes sense then I agree with it. It’s literally giving us values

PL's are not linear, and usually simply being X times higher PL indicates being far higher than X times stronger. Though, there have been cases where it is implied to be almost linear, but they are inconsistent as crap. Kaioken multipliers among other transformations do tend to be very specific about AP/Speed multipliers, with the listed numbers being supporting evidence.

If there are no contradictions and it's specifically talking about their strength, this should be fine.

I'm not to sure about this one. I'd say there should be a statement regarding how it directly impacts their strength percentage wise.
