I'm still not sure that exactly justifies an Island level rating though because from what I remember Kami couldn't match Piccolo and tried to seal him but that backfired on him. My memory is hazy though, I'd have to reread the 23rd Budokai arc.GTgokussj4 said:

also, i think, by using a blast radius of a value much smaller than even australia, the blast value comes out as low 6-B
so, kami cud be high 6-C using that logic

I just checked the chapters in the manga and Kami was only able to land a Kiai on Piccolo at the start of the fight, but that barely inconvenienced him and he started attacking. Kami couldn't land a hit from that point on and tried to seal Piccolo but Piccolo reversed the seal on him. Kami didn't give Piccolo any legitimate trouble and I don't think he can be scaled to him at all based on that fight.The Living Tribunal1 said:
