Pretty sure Mothra has the ap via scaling to 11 megatons and Otachi scales either to or slightly above baseline via dealing serious damage to Cherno Alpha who is baseline( or at least I can’t find a calc for him).

So mothra has the ap advantage it’s just below a 2x advantage so nothing impossible to deal with.
