Can I get a reminder for what this list is for? Is this for Attacks that are getting a higher rating in Profiles or something?

Charging up isn’t damage boost. Damage boost requires conditions to be met. Like doing double damage when the opponent is frozen.

Yeah, this. That being said, you can easily just give the Charged Up Versions of those attacks a "Higher with (Insert Attack Here)", especially the Spirit Bomb, Final Flash and Gamma Burst Flash. Those attacks have absurd AP when fully charged.

Charging up is the condition.
If the attack is charged up and concentrated enough, its Power Level could jump from 408 to 1,330 (Piccolo), from 18,000 to far over 24,000 (Vegeta), or from being fodder to a young Goku during the tournament and to the Androids during the Android Saga to being able to kill the former and completely floor Semi-Perfect Cell (Tien).

Indeed. If it wasn't charged then its a normal attack. Charging is the condition.
