Doesn't Mori see universes as fictional and having the ability to control every universe law at a whimp, who transcends countless universes and sees them as tablets. So why is he only universal+

Nah, we don't know exactly what is golden tablet who is Mori hold, is really universe or timeline.
 
I dont really agree with the goh scale and some abilities on vswiki but im glad it is not as bad some other site (goh uses a ridiclious amount of flowery language to hype up stuff)

To answer your question, the Tablet thingy lacks so much Context. You have to be on some nice Weed top accept it.

When he touches the tablet it has an effect on the world and it was stated he oversees all of creation with those tablets and there are countless universes so he should be 2-B

Nah, it was stated that he can oversee all of creation and rule them. Clearly showing that the each tablet are an individual timeline.

He’s able to affect and view timelines as tablets and grants him transcendence over the laws of the universe. How is that just spatial hax?

Due to Nirvana he scales to his cosmology. Which is a finite multiverse.

The heavenly realm has been described as a universe with its own space-time.

He physically grabbed the point in time and he was able to insert himself in that point (There’s also the indication of rumbling sound effect when he grabbed it) while also being in Nirvana and with Ahan all at once. That’s a lot more than just merely seeing.

Nirvana allows him to see all of creation and the tablet was described as where space and time overlapped.
