I think when they fought in canon, Sable had the slightest edge in terms of skills (?) but if everything is on board, then I believe Natasha should win this. More ways to incap Sable.

Most of Sable's equipment, like the tear gas grenade and magnesium flare, has far more AoE than Widow's equipment, she is more mobile with her jetpacks, and unlike Widow, can go straight up invisible.

The equipment Sable has is more likely to hit Widow than vice versa imo, anyways counted.

Also I think skillwise they're equal.
