If it means anything, in-character, Bowser would likely go for summoning or for one of his standard attacks (fire breath, punches, spin dash etc). It even says on his profile that he doesn't use dark magic frequently.

You could also restrict Bowser's access to his equipment so he's less likely to lead with something like plot manipulation via the star rod.

Yes I have, none of those characters ever needed the AP when they're just haxed characters. Not to mention 682 and Kriemhild have either just used one tier or the other when it came ot majority of their matches.

Also what stops him from, y'know, specifying it to make the match 'work'. You're arguing semantics instead of the match
