I don't know what Romulus actually does in character
 
Wukong is highly proficient in anti-army combat, and probably won't be harmed by anything but the spear. If Rom throws his spear to use the giant tree, Wukong will hit him back with an even bigger, stronger stick.

Not sure how they compare combat skill-wise.
 
Wukong also has much more experience, better physicals, probably much more combat skill (since Chinese Martial Arts are meant to be the most high difficulty martial arts in fate) and matches his versatility and probably surpasses his numbers thanks to his transformations and hairs. Unless the spear is really good and one of his first moves Wukong probably wins handily.
 
Okay, I'm gonna vote Monkey, cause unless the spear has a bunch of unlisted hax (it's fate, so I'm counting on it) he will probably overwhelm everything Romulus throws at him until the tree, which he'll have to use big stick to destroy, killing Rom as well.
 
Wukong should be able to deal with the charisma, Rom's presence is overwhelming, but Wukong's used to the much more overwhelming presences of the gods of the Chinese pantheon, the Buddha, and his followers, and various other deities, and beyond that, his magic resistance should stop the direct mental interference parts of Charisma.
