As for the actual reasons.
If she leads with hax, Omega Inforce tells Omegamon to use his own or he dies so shootout.
If she doesn't, he'd use his own before she does due to precog.
Nuking the timelines won't kill him because he can survive the All Delete.
He can literally win with a single hit.
Monika's plot manipulation works by affecting the universe in a way similar to fate manipulation so acausality helps too.

Inconclusive. Human durability doesn't mean much, since either one can one-shot the other. Monika can insta-delete pretty much anything.
Though, if her foe, in-character, attacks her physically first, I think she wins due to being able to operate, meaning she deletes him after he thinks she's dead.
