Mirio's Permeation Speed

I noticed Mirio's speed, and there not being a difference between his physical speed and his speed when utilizing his quirk.

Basically, I was thinking about how his speed when using Permeation has been shown as faster than he would be physically. So, if he is traveling while fully intangible, there wouldn't be any way for him to physically push himself, so wouldn't it be logical to assume that he's travelling through the movements of particles(or electrons), and the same for him being propelled toward the surface?
 
If he were pushed at that speed while using Permeation, he would be completely unable to react to his surroundings after being propelled.

Although I think "At least Supersonic, higher with Permeation" should be fine.
 
Well, he would be rapidly decelerating when being propelled, right? He usually gets some sort of hang time once shot from the ground as well(like when he comes up behind Midoriya and Jiro)

I understand not believing in like Quantum Tunneling for instance(which is said to be around the attosecond range), but would the movements of electrons(1% SOL/Sub-Rel) be too far fetched?
 
I think that Therefir's solution seems fine.
